InstallShield Error 1628 in Windows 7

Trying to install TD-52SP4-FULL-9511 and sqlb-116SP2-9563 on Windows 7 Professional fails. InstallShield is extracting the msp files and the ISSetup.dll and after that gives error 1628: Failed to complete installation. I did successful installations with both setups on my former Windows Vista. Formating the harddisk and doing a fresh Windows installation does not help.
Other IShield setups do work. It may be related to the specific install technique used in the above setups.

Does anybody have a hint?

I think I may, Peter. Here's a note from our QA/Build engineer that may be your issue -- it was for another TD version but could be your v5.2 issue as well:

2. Check the file (GptD52.dll) in C:\ProgramData\Unify\Team Developer 5.2 folder. If the file exists there, then ask them to delete that and try the install process again.

Hi Jeff. Thanks, but that were installations on a freshly set up machine. No TD or SB installations done before, so no Unify folder in \ProgramData\ at all.
I solved that with setting up Windows 7 Ultimate. There the installation was working.
